The Development Agenda for Western
Nigeria (DAWN) Commission is a development coordination and management
institution, set up as a strategic and action-oriented response to the desire
and determination of the South Western States of Nigeria to create regional
competitive advantage. The DAWN Commission is focused on fostering inclusive
and aggressive economic growth that leverages the socio-economic potential of
the Southwest region comprising Lagos, Oyo, Ogun, Osun, Ekiti, and Ondo.
The DAWN Commission is the
strategic driver that has been set up to orchestrate and foster regional
cooperation and integration as a catalyst for achieving sustainable and
accelerated development of Western Nigeria.
The purpose of the DAWN is to
foster regional cooperation and integration as a
catalyst for decentralization.
There are several models for validating the influence of
the integration process in the
evolution of result-oriented decentralization. The
European regional development
policy for example makes provision for financing for
the poorest regions in the EU.
These also provide incentives to become a more
competitive and efficient economy,
and to require more policy and budgetary
discipline. It is apparent that
given the tectonic shifts in global political economy and
globalisation, a return to the
halcyon days of regional governments in Nigeria, and
particularly the trail-blazing
administration of Chief Obafemi Awolowo may be
unrealistic, nevertheless, a
paradigm shift in the Nigerian political and economic order
is imperative if the country is
not to slowly waste away.
In order to successfully design,
develop, deploy and execute the Development Agenda for Western Nigeria, the
Commission is seeking to hire world class talent and professionals with the
competence and capacity to make the goals and strategic objective of The DAWN
to become a reality through the following vacant roles:
Head, Data, Planning & Analytics – OSS/HDPA/13
Requirements:
Minimum of first degree, with at
least 8 years of research, data gathering and planning experience
Prior experience in a similar
function with an international organization involved with developmental
initiatives
Working knowledge of statistical
analytical techniques & tools
Excellent problem solving,
quantitative and analytical skills
Project management skills
Strong analytical skills with
attention to details
Ability to multitask and meet
deadlines
Head, Development Communications Unit – DAC/HDC/13
Requirements:
Minimum of first degree in any
discipline
At least seven years' experience
in corporate communications (preferably in the not-for-profit sector) or
journalism
Exceptional written communications
skills, with ability to adapt style to suit different communications media and
audiences
Excellent interpersonal skills
Ability to work on own initiative
and as part of a team
Demonstrable experience of
communicating complex and nuanced issues to the media
Versed in the use of social media
Head,
Programmes & Projects – OSS/HPP/13
Requirements:
Minimum of first degree; PMI
certification is essential
5 years practical experience in
project and event management preferably for a developmental organization
involved in multi million naira projects
Practical experience in the use of
project management tools and /or software packages
Excellent leadership, problem
solving, and analytical skills
Ability to elicit cooperation from
stakeholders and other departments
Ability to multitask and meet deadlines
Head, Systems & Finance – DAC/HSF/13
Requirements:
Minimum of first degree in
Accounting, Economics or any Numerate discipline
ACCA, CIMA, ACA and any relevant
functional professional qualification will be an added advantage.
At least five (5) years’
experience in a leadership capacity in a similar position.
Management accounting experience
including budgeting, forecasting, monthly reporting is an added advantage
Proven ability for implementing
and monitoring financial controls and creating processes and procedures
Strong analytical skills with
attention to details
Advisor, Enterprise Competitiveness & Innovations – DAC/AECI/13
Requirements:
The ideal candidate for this role
is required to have extensive experience in the development community, both at
the conceptual and practical levels
Access into the world of strategic
development innovations and initiatives, including the capacity for creating
the methodology for adoption and applicability
Demonstrated ability to gather
information and data from different sources and creatively come up with
transformational initiatives
Minimum of Eight (8) years’
experience in similar role from an organization involved in societal
transformational initiatives, managing business innovation and SME development
Experience in project management
Must be creative and analytical
Excellent communication skills

Executive Assistant – DAC/EA/13
Requirements:
Minimum of 5 years previous
experience in a similar role
First degree in Law
Excellent knowledge of Microsoft
Office applications
Extremely detailed oriented and
strong planning and organization skills
Excellent interpersonal, written

Ability to exercise good judgment,
show initiative and be proactive
High standards of ethics and
confidentiality to handle sensitive information
Staff Associates/Analysts – DAC/SA/13
Requirements:
First degree with a minimum of
second class upper grade
